Longfield is particularly concerned that progress in closing the attainment gap between children living in the least and most deprived areas of England has stalled and is now in reverse, at a time when pupils have to stay in education longer than ever before.

By law children in England must stay in education or training until they are 18, but the evidence laid out in the report suggested pupils gained little in terms of qualifications during the extra school years.

The ethnic group data is presented at level 1 and total response. That is, leavers are counted once in each ethnic group they identify with. Students can be counted in up to three different ethnic groups but only once in the total, therefore the sum of the different ethnic groups will likely exceed the total. Ethnic groups should not be combined as some students will be counted twice.

Schools are grouped by school type into four main sectors of schooling education: Secondary, Composite, Special, and Not Applicable. Not applicable includes students in Homeschooling, special education leavers from primary schools, and students with no school sector information available.

The type of the school, for example, Composite Year 1 to 15 , Secondary Year 7 to 15 , Secondary Year 9 to 15 the leaver left from. Not applicable includes students in Homeschooling, special education leavers from primary schools, and students with no school type information available.

The gender of the students that a school caters for, for example, co-educational, or single sex. A small number of single sex schools can have some students of the opposite sex on their roll.

School leavers are counted under the last school they attended for at least 70 days. The indicator is constructed from a matched database of school enrolment records, student achievement data from the New Zealand Qualifications Authority NZQA and tertiary enrolments in formal provider-based study, industry training and targeted training programmes.

A student is considered to progress directly from school to tertiary if they enrol in tertiary in the same year or the year after their last year at school. Tertiary information is based on tertiary enrolments in formal provider-based study, industry training and targeted training programmes. The highest tertiary qualification level a student is enrolled in is used. If the student has enrolled in two different qualification levels the highest is taken.
